Comments of the Ad-Hoc Public Interest Spectrum Coalition In the Matter of Skype Communications S.A.R.L

Abstract

On April 30, 2007 EDUCAUSE, as part of the Ad Hoc Public Interest Spectrum Coalition, submitted comments in the Skype Communications proceeding (RM-11361) at the FCC. These comments support the idea that as broadband access becomes increasingly available over wireless phones, principles that applied to the wireline development of the Internet need to be applied to wireless access as well. These include the principles of: being able to attach any device to the network as long as it does not damage the network (known as the Carterfone principle), non-discrimination, and basic consumer protection.
